This form should be used exclusively to report employee misconduct. Upon completion of this form, return it in person to the nearest police station, or mail the top copy to LOS ANGELES POLICE DEPARTMENT, Internal Affairs Division, P.O. Box 30158, Los Angeles, CA 90099-4896. Make a copy before and Keep it your records.

While I don’t know if the local IA Group intervenes regarding the misconduct of BID officers, they can and I believe, will look into actual law enforcement complaints. If you believe that the conduct of an employee was inappropriate, you may request to speak to a supervisor at any police station, Internal Affairs Group, or the Police Commission. This will result in the immediate investigation of your complaint. Internal Affairs Group and The Police Commission is located at the Police Administration Building, 100 West 1st Street. Professional Standards Bureau, is located in the Bradbury Building, 304 S. Broadway Street, Room 280.

INTIMIDATION: Threatening physical harm or otherwise frightening people when they do not cooperate or confess to a crime. FELONY ARREST - a private person making a felony arrest may be found criminally liable for a false arrest if the arrest is made or caused to be made by others and the arresting party does not have reasonable cause to believe that the person arrested committed the felony. EVERYONE HAS CIVIL LIABILITY-The legal term “PARTY” can be a person, company, or organization. When one party believes it has been injured, damaged, or wronged by another party, it may make a lawful claim for damages. The claim or “LAW SUIT” is presented to a civil court where both parties may explain their positions to a judge or jury. This information was taken directly from the February 2005, POWER TO ARREST TRAINING MANUAL STATE OF CALIFORNIA, BUREAU OF SECURITY AND INVESTIGATIVE SERVICES
Dawn on Monday 15 February 2010 - 21:57:37
As I am still unfamiliar with “the legalities” of how the local private security interact with the police departments and have been able to blatantly violate civil liberties without any repercussion...I am not sure who/where complaints against them would be filed at this time. However; I have located the California Department of Consumer Affairs, Bureau of Security and Investigative Services- Powers to Arrest Training Manual which is part of their required training. Within this document it clearly points out that the actions of the local private security can be considered CRIMINAL LIABILITY not only civil liability for the security officer but for the business employer as well.
Dawn on Monday 15 February 2010 - 21:57:08
Sorry folks- you will have a hard time convincing me that SEVEN well-fed, physically fit security guards were “required to physically subdue” ONE homeless young man who’s only “crime” was sitting down. Please take note that I am being kind with my wording and that what I really believe occurred was much more serious and by far a legitimate crime committed against a homeless individual by those given certain powers of authority. It is my hope that people will step up and start taking action by properly documenting these events and taking this information to those with the power and means to correct this problem.
Dawn on Monday 15 February 2010 - 21:52:24
From this message, I would have to wonder if the misconduct and brutality against the transient population is going unreported to the very ones who could and would take action to prevent it! It only takes one bad apple to spoil the bunch… and it only takes one bad cop (or a hand-full to give the whole department a bad reputation) I believe the majority of the Law Enforcement Officer’s set out to fulfill the department motto which is “to Protect and to Serve.” I believe most men and women in uniform do their best to do perform their duties with Pride, Integrity and Guts but that there are also those that abuse the privilege of wearing their uniform by taking advantage of their authority, hiding behind their badge and violating the very laws they are sworn to uphold and that should be held criminally liable when their actions against the homeless are unwarranted, extreme, violent, excessively forceful, so on and so forth.
Dawn on Monday 15 February 2010 - 21:51:41
Your local Chief of Police- Charlie Beck Wrote this to the LAPD “Constitutional Policing – Even though we have been released from judicial oversight of the Federal Consent Decree we are still responsible to police in a constitutional manner. We must never break the law in order to enforce the law. To do so brings shame on our profession and alienates the people we serve, the community on whose cooperation we depend if we are to be effective. No officer is justified in breaking the law on the grounds of expediency.” “Process over results-Policing is the only important profession in which process is always more important than results. No one cares how a surgeon saves a life as long as the operation is a success. In policing we must zealously guard the way we complete our tasks in order to maintain the most important asset of the organization, our credibility.” (lapdblog Web)

Sometimes its hard to believe when you’ve been mistreated, kicked around, and seen the dirty cop step over the line and get away with it but there really are far more hard-working good cops out there busting their butts to make a positive difference who DO THE RIGHT THING ON A DAILY BASIS and want to help people. It’s really a messed up situation when everyone forgets there are good officers out there because the bad cops seem to stay in the spot light and their bad reputation taint the situation so badly that people fail to remember that there are still some dedicated to upholding the law and actually doing the right thing. They may be far and few between, but as long as there are still a few good ones out there…there is hope! (Yes-I believe! The law is the law- It is NO RESPECTER OF PERSONS...it does not care what side of the blue line you were on once it has been broken)
Dawn on Monday 15 February 2010 - 20:44:53
That information came straight out of the Powers to Arrest Training Manual- February 2005 BSIS
Dawn on Monday 15 February 2010 - 20:42:36
With regard to BID: Per BSIS (California Law here folks) EXCESSIVE PHYSICAL FORCE: Where an arrest is made, the law allows only the use of physical force, which is reasonable or necessary to restrain the suspect if he is resisting, in order to make the arrest. Where more force is used than that which the law allows, the arresting party is said to be using “excessive force” and may be held criminally as well as civilly liable.

You can call 1-800-339-6868 (24/7) to file a complaint. From what I have been able to read so far, it sounds to me like the local Chief of Police-Charlie Beck is AGAINST inappropriate conduct and has a pretty strong opinion on law enforcement officers conducting themselves with intergrity and in a professional manner as not to cause further damage to the credibility of the LAPD. If this is the case, I would think that reported misconduct would have serious consequences to those found guilty of the charges against them.
Dawn on Monday 15 February 2010 - 14:59:14
Which officer came over to you and took your camera away?
Dawn on Monday 15 February 2010 - 14:58:34
Good job on the video of Yello!
Dawn on Monday 15 February 2010 - 14:46:04
Please keep in mind...Even if the LAPD and BID are acting inappropriately... Two wrongs don't make a right. It only makes matters worse and the ones without the badge end up in jail.
Be safe and stay out of their way as much as possible. You must file a complaint and document their misconduct or it will go uncorrected.
Dawn on Monday 15 February 2010 - 13:47:58
Just joking about the muzzles, but really viewing what it actually happening is what is important and letting people see that minus the cussing
Dawn on Monday 15 February 2010 - 13:46:06
must muzzle all those around you when filming as it is more important to document what is going on and get it out to the public than it is to have the credibility harmed by the comments being made.
Dawn on Monday 15 February 2010 - 13:43:15
ah, dear friend... some of it- tis you as well!
deovindice on Monday 15 February 2010 - 13:41:29
i know, i keep telling that to those around me but it doesn't work..
it sucks, i wish it would work, but alas, i cant control what my brothers and sisters do.. what can i do about that?
Dawn on Monday 15 February 2010 - 13:22:36
I need to tell ya that your video's would look and sound a lot more creditable if the commentary was more professional (as in you need to remember that you are filming and try to leave out all the swearing) If you want more people to take this as serious as it really is, then try to remember it needs to be presented in a professional manner . Keep on documenting but try to leave the "F" and other unneccessary language out so that the videos can be freely shared with the general public.

http://www.lapdonline.org/ I would be interested in knowing if the unbecoming conduct, unauthorized force and improper remarks repeatededly being targeted against the transient continue to come from the same officers already known for targeting the homeless or if there names need to go on the what appears to be a rather extensive quarterly report. Obviously there is a way to submit complaints of this cruelty. There must be some honest law enforcement left in LA and somehow someone can make it known that "to protect and serve" is to do the RIGHT THING for all especially those who THINK no one cares about them. You never know...but they are somone's mother, father, son or daughter...and someone somewhere...still cares!
I found an image that best shows how I feel about the situation but I'm not sure how to share it. I will try to figure that out and post it.
Praying for you all. May Safety and Peace surround each of you!
